Description

Galileo System Security Operations Engineer in the Galileo System Security Unit in the Galileo System Security Service, Galileo Project Office, Galileo Programme Department, Directorate of Navigation.
The Galileo System Security Service is in charge of security-related activities for Galileo First Generation, including the end-to-end system security engineering, design and development of the Galileo Public Regulated Service (PRS) infrastructure, security accreditation and cyber security.
The Galileo System Security Unit is responsible for the specification, design, implementation and qualification of the PRS, system and segment security requirements within the Galileo Programme.

Duties

You will report to the Head of the Galileo G1 System Security Unit and your main tasks and responsibilities will be to:

  • contribute to the design and definition of security functions at system and segment level, aligning with Galileo system concepts, architecture, integration, verification and validation within the scope of operations.
  • define, develop, and maintain detailed concepts of operations for Galileo services with a focus on secure operations, ensuring alignment with overall mission objectives and security requirements.
  • lead the definition, analysis and consolidation of operational requirements for both system and segments, derived from mission/system requirements and operational concepts, encompassing SECOPS, PRS operations and SECMON operations.
  • support the implementation of overall security engineering for the Galileo system and segments, including security monitoring, to ensure adherence to the operational concept and consistency with input requirements.
  • support the implementation and technical consistency of operations' security requirements at the system level, ensuring alignment with overall system design and security objectives and proper definition and derivation of operational requirements resulting from security risk analysis.
  • act as a focal point for Galileo system security operational aspects within the Agency and with external partners, providing expertise and support.
  • support the System Integration Verification Team in the system qualification test campaign (e.g. SCTC, SFT) in contributing to the test procedures and linking them to the operational ones.
  • take responsibility for the system validation campaign and for supporting the service validation campaign in the Galileo operational chain.
  • prepare and maintain operations documentation and provide training to operational personnel for system operations, ensuring adherence to security protocols and procedures.
  • coordinate operational activities in the ESTEC Secure Navigation Laboratory, both relevant to ESA service support and to the execution of the system tools qualification, ensuring compliance with security requirements and operational objectives.
  • provide expert support in the evaluation of tenders as part of the procurement activities, ensuring alignment with operational and security requirements.
  • generate lessons learned from operational experiences and contribute to knowledge management initiatives within the Directorate of Navigation, promoting continuous improvement and best practices.
  • report regularly to the Head of the Galileo G1 System Security Unit on operations-related activities and progress.

Your duties may also include supporting other activities within your field of competence and the transfer of knowledge across the Agency.

Technical competencies

Strong experience in ILS and OPS engineering and in operation preparation for large and complex systems together with substantial experience in all project phases.

Good knowledge and experience of model-based systems engineering tools

Good knowledge of space based navigation systems and security engineering applied to space systems

Good knowledge of existing standard methodologies for security risk analysis

Education

A master's in system engineering or a related discipline is required for this post.

Additional requirements

You must have at least five years of technical experience in a field directly related to the position.

You should be able to demonstrate that you can work in a fast-paced environment and handle pressure as may typically occur in a project team. You should be result-oriented, able to set priorities, and capable of presenting practical solutions both verbally and in writing.
You should have good interpersonal and communication skills. You should have the ability to work autonomously, effectively and cooperatively in a diverse, international team environment, defining and implementing solutions in line with team and individual objectives and project deadlines. You should also have good technical, analytical, organisational and reporting skills, a proactive attitude to solving problems and an interest in innovative technologies.

You must be eligible for security clearance from your national security administration.

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master's degree, the position may be filled at A1 level.

Applicants must be eligible to access technology and hardware which is subject to European and US export control regulations and must be eligible for security clearance by their national security administrations.

During the recruitment process, the Agency may request applicants to undergo selection tests. Additionally, successful candidates will need to undergo basic screening before appointment, which will be conducted by an external background screening service, in compliance with the European Space Agency's security procedures.

Note that ESA is in the process of transitioning to a Matrix setup, which could lead to organisational changes affecting this position.
